I have a Video I want to send a family member online however I try to send it and it says the file is to large... Is there anyway to shrink the size or is there another way I can send this via e-mail with out this problem??

Use http://www.sendthisfile.com
You upload the file to them and they send the other person an email with a link to download it. Very easy to use (and free to sign up if needed).
