yes, you can .. the easiest way is to use windows (I'm assuming you use windows) internet connection sharing on one computer and have all the others get their ip's from that one. There are also DHCP server software you can use, if you want more flexibility.

Yes, usually your router has a DHCP server built right into it (if you have one).
