As far as I know, the usb hard drive must have special firmware to allow for that. For example Netdisk from Ximeta allows you to share a harddrive over wireless connection. You need to install a driver to access the drive though.

USB and Ethernet are two different types of connection so in this case it wouldn't work. If you are already on a network just plug the USB drive into your computer via the USB port and when it shows up in my computer right click it and select sharing and security and enable sharing. You can allow users to make changes or not that is up to you This will share the drive with all machines on your network. However your machine must be on at all times for other machines on the network to access the drive.

This will only work if you can assign an IP address to the network hard drive. With out an IP you won't be able to find the drive on the net work. You might want to use an old computer tied into the net work with a large Hard Drive as a storage system. Good Luck!

No this would not work, you'd have to connect the USB External Hard drive to your computer, than form a network with all of the computers on your network. Or you could also make a home server using Apache.

There are enclosures for internal type hard drives which enable them to be plugged into a network. Some of these enclosures have usb ports to add on drives.

I wouldn't bother even if you could. If you want to copy large quantiies of data in a reasonable amount of time then plug your external USB drive straight into the back of the computer you want to back up data to.
