This is what my father told us kids about the boogy man.
dad "do I read the paper everyday?"
us "yes"
dad "don't you think I would tell you that the boogey man got 4 more kids?"
us "yes"
dad "there is no boogy man or I would of told you".

That depends on how you define "scary". Don't you want a man that can boogie? If he can really boogie, that might be kind of "scary" - but in the cool way, not the frighening way.
