On your way from Mt. Coronet you'll travel through thick snows and blizzards to get to Snowpoint City. Stay to the west side and you'll see a house, look just beyond that to an object sticking out of the snow. It'll be the HM Rock Climb. You'll need to get the badge from snowpoint city to use it outside of battle however.
