To a certain extent, yes.
We either choose our leaders - or we agree with them - or we don't care - or if we do and we don't agree, we don't act. So we make our leaders.
Also, foreign nations may force a leader on another nation, which still goes to the weakness of the subject nation. A freeman would rather die free than live under tyranny. Remember Braveheart?
However, it is up to each nation to choose wisely and act wisely. But yes, every nation (and here, nation means community) is worth its leaders - maybe less!

No. There are many bad leaders in the world giving their nation a bad name. Either that or their nation people is suffering from war, poverty or racial discrimination.
