To replace the front rotors on a 1998 grand marquis as well as a 1998 lincoln towncar, are we suppose to remove the caliper braket? And if so how can the the bolts be lossen because there very tight and i couldnt remove them?

The caliper bracket must be removed to remove the brake rotors. Ford caliper bolts are coated with red loctite from the factory which make them difficult to remove with short handled 3/8 or 1/2 ratchets. It's down right impossible to remove them with a boxed end wrench.
I use a shallow well half inch drive metric socket and a long handled (14 in.) ratchet or a 1/2 breaker bar. The bolts are hardened and you will not break or strip them when they snap loose.

When tightening the bolts back up I've never found it necessary to re-locktite them as long as they are tightened with the above mentioned tools.

If you can not figure out a simple thing like this, better leave it to a shop with experience. You could hurt yourself or someone else.
