does that mean that low pressure is moving in or high pressure is moving in?

Rising Barometric pressure reading mean cooler, higher pressure air mass approaching. Higher pressure air is cooler air. As the front of the cooler air mass passes, the barometer will rise, winds will increase and change direction (wind shear) and the possiblity of thunder storms increases. After the front passes, the air will be cooler and, the skys clear.

When they say that the pressure is rising then High pressure is moving in. It's typical to get nice calm days with lots of sunshine and very little wind.
When they say the pressure is falling means a Low pressure system is moving in. Which also means cloudy, windy, with showers and thunderstorms (some could be severe if conditions are favorable).

Don't quite understand your question...

In weather reports, when it is said that the PRESSURE IS FALLING, that means that something is causing the atmospheric pressure to lower like an approaching front or low. Just the opposite when PRESSURE IS RISING, a weather system is exiting your region, and/or a high is moving in.

However those aren't the only cases which can cause pressure fluctuations. But it's a good general rule...
