There is no precise regulations as to how far away from a door you have to be.

The regulations just say that you should not congregate round the main entrances of buildings to smoke, although these regulations apply to business premises rather than homes.

If you have been told to stand 15 yards away from the door to smoke, that will be a rule from the housing association, and not an "official" rule.

That's up to the local laws. I've seen as little as 10 feet and as much as 50 yards. Where the law does not restrict things, the property owner may. If the property owner told you 15 yards, then 15 yards it is.

we have the smoking ban here in scotland at the moment and for a start, because the sheltered housing is your own home, you are allowed to smoke inside your house.
As far as doorways are concerned, as long as you are outside, you can stand right at the door.
The general rule is that if a building has 3 sides and a roof which make up 50% of the total surface area then you cant smoke there if it is a public place.

The smoking ban only applies to places of work NOT where you live. People can smoke in prison, oil rigs, nursing homes and I don't see why sheltered housing should be any different because it is your home.
