No. It's not that they're liars. It's just that they can totally mean/believe one thing at one time and totally mean/believe the opposite thing at another. Possibly in as little as five minutes. Either you're the kind of person who can shrug it off, or it will drive you mad.

There are some things gemini will hide the rest of his life and it won't tell anyone, there's always a center he won't confess. By the other hand, gemini isn't a liar its only that he can't tell the truth about himself cause he doesn't even know it.

They are not notorious liars. They just think too much. Here is what I think they would think about your question:
What is truth? Is our concept of truth a lie? Given that we live in a world of half truths, would it be honest of me to tell you that I would be completely honest? No. I am not God. I live a lie. We all live a lie."
