This is an odd question to come across in the "fish" section of the forum!
If you're asking in terms of fish, manure can be harmful if applied too closely to a garden pond and the runoff from rainfall enters the pond. The fertilizers will cause algae to overpopulate, and once the fertilizer is used up, most of the algae will die, and this can cause oxygen levels in the pond to drop as the algae decomposes. The ammonia, nitrite, and nitrate from the manure can poison the fish.
If you're asking in terms of gardening/farming, you might want to try reposting your question in the "home and garden" forum for some other answers., but here's what I can tell you.
Fresh manure can be mixed in the soil as a fertilizer (mostly because of the nitrogen and phosphorous compounds it contains), so depending on how much is used (and this is true for any fertilizer) it can "burn" the roots of new plants if there's too much. Nitrogen also needs to be balanced with carbon content for plants to use it properly, so it should have leaves, sawdust, shredded newspaper, or other carbon source mixed in. It also creates some heat through decomposition, so the heat, especially if there's a lot of manure, or it's put on in a deep layer can injure plants with which it comes into contact. I've always used it after it's composted for a while myself, although some of the nutrients will leach out.
One of the biggest dangers in using fresh manure is in contaminating food plants if there are bacteria in the manure that gets onto the harvested parts soon before they're picked and they aren't cleaned properly before using them.

No, manure of virtually any type of animal makes excellent fertilizer. The only possible drawback is smell. It can take a while for the smell to dissipate.

Are you going to put this in a fish tank??? I wouldn't do that, I'm pretty sure that if people make such a big deal about a little fertilzer getting in to streams and oceans, it probably isn't good for fish... just going off the assumption that you are talking about fish considering it is in the fish section...
