Some of the things you would need to consider for stocking rates are things like the adult size of the fish and male to female ratio (not always important, but can be for some species, if you want to establish breeding). You want to keep in mind the amount of habitat available for each (particularly if they are a territorial species, and if you want them to reproduce, the proper substrate needs to be provided). Food availability can play a part, but you can overcome this somewhat by feeding the fish rather than relying on natural foods. Oxygen availability is important (more fish = higher demand, and temperature of the water, size & depth of the pond all play a part in how much oxygen is present), but you can overcome low oxygen levels by using aerators, or if there's a good flow of water through the ponds.

Something else to consider is that at high stocking densities, the easier it is for diseases and parasites to be transmitted between fish. More/larger fish also means more nutrients in the water which can lead to problems with algae. And at high stocking densities, some fish become stunted and don't reach the full size potential.
