There is a fraternity that has been talking to me because they really want me to join but I am not interested, I want to join another fraternity instead. They call me but I pretend to be busy. How do I say I am not interested without lying about my interest in another fraternity and without sounding like an arrogant jerk?

Well Fraternities are all about proving your manhood, and your bother hood, so I'm thinking they would respect you being straight forward and telling it like it is.
Tell them you're joining another Frat house.
They're going to find out anyways.
Do you wanna look like u you weren't brave enough to stand up to them.
People appreciate honesty, tell them, get it over with, and move on.

are they your plan b in case you don't get the one you want? If not, then just say I really am impressed with you guys but take me off your recruit list because I have other plans and hang up. If they are plan b be polite until you know which fraternity you will be in.

Just say another fraternity is interested in you as well and you just want to find out which is most suitable for you and which you're most suitable for. Just say; I don't want to make a fast decision only to find out that I don't fit in.

"I am sorry but I can not join you as I have already pledged myself to the one who has views that share mine."
