in pokemon diamond where is that guy that teaches your pokemon moves 4 a heart scale? like what route or city?

Pastoria city. if your pokemon learns a move at a certain level and you evolve it before it learns that move and doesn't learn it then you cant teach it that move, eg. my mismagius evolved at level 1 and misdreavus would of learned confuse ray at 12 but mismagius doesn't so i cant teach it confuse ray. :(

ok when you fly to pastoria city go south then go east right beside the lake and its the house thats right beside the lake
