where are the people friendlier, where is it nicer to live? where would you go on vacation and why? i want to learn dutch, or should it be flemish?

Which is better depends on what you want and who you are.

People are friendly in both countries, but more business like in the Netherlands, a bit more laid-back in Belgium.
Both countries have a very crowded coastal area, with lots of holiday makers in summer, and a slightly less crowded inland.
We often go to the other country (from Holland to the Flemish region and the other way round,) just to enjoy the difference.

If you want to learn Dutch abroad, it can be that only the kind spoken in Holland is available.

I often think that Flemish is easier to pronounce for foreigners, as the harsh sounds of Dutch are less outspoken there, but I have never seen proof of that. Grammar and vocabulary are alike, and while slightly different non is harder than the other.
But once you learned the language in one country you will find that, while you understand the language in the other, you notice the difference and the Dutch people will always notice where you learned your Dutch.

that's a difficult one - the dutch in the Netherlands is much better (pronunciations, vocabulary ...) but after living for 5 years in Rotterdam I have to say to everybody : don't ever go living in this country ! People are very cold, its very difficult to find friends ...

Just make up your mind - doesn't matter what you learn - just ask to youself what you need.

the people - both countries, people are friendly and nice place to live in.

You could also learn Afrikaans. All three are almost the same language.
