I think they are referring to the range of knitting needle sizes you can use with that yarn.

I read the other persons story and visited the site; it seems totaly reasonable.
What I said is what my grand mother told me the numbers meant years ago and she had zillions of knitting needles, all stamped with numbers that matched the same ranges as seen on the yarn packages (Maybe it was just a coincidence, but her story seemed reasonable)
