Okay, first things first, you have NOT been charged any money so don't worry about that. This screen shouldn't be coming up every time, but it is nothing to worry about, it just a diagnositc test the system does, but it shouldn't be doing it every time. Contact HP support and they will help you clear up the error. But again, don't panic, you are not being charged money.

This part is to the rest of the answerers, ITS A CHKDSK scan people, not spyware, not a virus, why must you panic this person even more when you can already tell she is nervous. If you don't know the answer, then DON'T answer.

Do not worry you laptop won't know your credit card number if you didn't enter it. You computer is probably detecting an imminent hardware failure or file system error and initiated the routine hard disk health check. And the number $123 - this could an actual file named '$123' on your hard disk that is giving problem - or it could be an error code.

Do you see these messages during the PC boot-up or do you see it after you have logged on?

Try these (assuming you're using Windows)
1. Unplug any accessories you have attached to your laptop
2. Disconnect any cables except the power adapter cable
3. Power up your laptop and see if you still has the problem
4. Shutdown properly by issuing the shutdown command on your Start menu and power up again
5. Once logged on, perform a search of '$123' - if it appears then it could be the cause of the problem
6. Manually initiate an error checking on your disk by double-clicking on My Computer - right-click on your hard disk - Properties, then choose the "Tools" tab, and click on Check Now in the Error Checking section, check Automatic Fix... and start the process.
7. After that try to restart your computer

It's difficult to explain more here but these are basic steps. In my experience, the most likely cause of these errors are because of hard disk - can be hardware (needs replacement) or the file system (needs software installation perhaps).

Best yet if you have access to your company IT helpline, call them. If not, call the vendor for help.

Who's going to charge you? it is your computer checking the hard disk , the files and the folders from errors. it suppose to check from 1 to 5 and that takes time about almost an hour do not cut it short let it finish the job so next time you boot up the computer you won't see that again. no one is going to charge you any thing.

sounds like a virus or spyware, or worse yet a corrupt operating system...i would first run a good up to date anti-virus and spy ware remover....and by the way there is no way it is charging you for anything...sounds like the code for the error message that you are mistaken for the money.
