Once you see 35 Pokemon, go to Eterna city, and go to the cycling road gatehouse. Inside is one of Rowan's aids, who will give it to you after you see the 35.

You have to see 35 pokemon, than fly to eterna city, and then finally you go to the ciclying road gatehouse and tere you will find one of Rowans aids, talk to him and he will give you a Experience Share. Remember to see 35 Pokemon!

I think you get it by Lucas/Dawns dad. He gives it to you when you are trying to go to pastoria city I think. I am surprised you didn't get it because he talks to you directly at one point and hands it over to you.
