The 9-inning record for most hits in a shutout loss is 14. This has been done twice. It was the NY Giants who had 14 hits back on 9/14/13 when they lost to the Cubs 7-0. The Cleveland Indians matched this on 7/10/28 when they got 14 hits while losing to the Senators 9-0 (2nd game of doubleheader).

The extra-inning record is 15 done three times. Once in a game of 12 innings, once in a game of 15 innings, and once in a game of 21 innings.
