On Pokemon Diamond, I got a shiny Palkia in a GTS trade and when I looked at it's summary it has a star symbol, which I know means that it is a shiny pokemon, but below it is a face symbol. What is it?

Yea this symbolizes that your Pokemon had been infected with the beneficial virus, "Pokerus."

What is Pokerus, you say? It is a virus taken from wild Pokemon that double EV's gained in battle. Once a Pokemon is infected (Nurse Joy will tell you if you have it at the healing station) it will spread to the members of your team, and in 3 days, they will grow an immunity and can no longer spread (that is if you keep the same Pokes in party. Once a Pokemon is cured, it can't spread the virus, but it still gains the doubled EV bonus!

It means it is cured of pokerus.
