The outside of course. Every skittle is made exactly the same. The inside is made of corn syrup and sugar. The outside is then coated with a shiny finish which consists of a color and a flavor. Suck on the skittle for a few minutes and all you are left with is the middle. Then eat that after you rinse your mouth out. It doesn't taste like anything. The same is true for most candy. Like jelly beans...

Inside, the outside is just a shell...but they both have flavor. But because the inside is bigger it has more flavor! :]

the inside, hands down. the outside doesn't offer very much flavor... actually you are left a little disappointed until you bite into it. then, my friend, you reach the flavor.
