I never seen any trainer use them so you are out of luck. I have all generation starters if you are interested.
I am looking for ekans, weedle, shuckle.

they are there, but the only place I've seen them is Battle Tower.

What do you mean, Chimchar, Piplup, and Turtwig? If you do, then your rival and Dawn will have them.
