Cheap shopping carts (with big white spoked wheels) usually have them held on with a jam cap that is hammered in place and has grip edges that catch the axle. It can be taken off with a pry bar, taking care not to break the wheel, or by gripping the edge with Vise-Grip pliers and twisting. It is usually destroyed in taking it off and has to be replaced.
Grocery store wheels are held on with locking nuts that may need a special tool to back off to reduce theft.
