Depending on the age and circumstances, a guardian or parent can give consent for a minor to marry. A minor cannot be forced to marry. Even if through threats they are forced before a minister or judge when asked, "Do you take...?" all the minor need do is reply "No."

The age varries by state, but I have heard of kids as young as 16 getting married in Kansas. The parents, however, do have to concent to the marriage.
As far as the minor not wanting to marry; they have to marry of their own free will.

I thought it was 18 to get hitched. I also seriously doubt that parents can force a marriage. Unless there's a cultural or religious tradition behind it. I don't think they will hold up in court though.

In California, I've never really heard if there is a legal age. The youngest I've heard of is 18 though.
