It's being reported as an Immigration Bill, not as an Amnesty Bill.
When people find out that it's an amnesty bill for 12 million foreigners, he'll be back down to 26% again.

First of all, those are two different polls that likely have different polling techniques. Secondly, the margin of error is not shown in your citation. Thirdly, the disapproval rating seems fairly consistent.

I would conclude that the difference is nothing more than statistical variation and not a real change in public perception of how well the President is doing.

No because Republicans are mad as hell over his back of the amnesty bill. (I'm one of them) He may be looking good because congress sucks so bad.
