Ah the proverbial cat in the bag (or out of the bag) question. If people continually ask, "Who let the cat out of the bag?", then it stands to reason that the cat must spend most of its time in the bag in order for him to get out on occasion. One assumes that while he is out that he takes someone's tongue, because you have the other question, "Has the cat got your tongue?" Since you asked if he's out of the bag, he must have been in it; and, since you didn't ask if the cat has someone's tongue, then he is still in it. It's logical.
