Seeds need different conditions to grow. First you need to germinate before you can continue growing. Many seeds need light to germinate (especially small seeds-per planting on soil surgace and gently tapping in) while other large seeds (like vegetables) need to be buried deeper. Some seeds (like pansies) like darkness to germinate.
Most seeds once up need to stay moist but not overly wet causing damp off.(your plants rots off at the bottom of the stem). Most seeds need sunlight but not direct sunlight. Shoplights work great if you dont have a greenhouse and inexpensive too. Once seeds are up they need a good quality potting mix which provides 3 plus month fertilizer and plenty of vermiculite and perlite to keep your soil from holding in too much water. Assuming you start your plants in seed starter which is best to avoid damp off too, you will need to move them to the potting mix once they get a little size because seed starter does not have fertilizer. I use a plug try to start (200 small plugs per tray) and move to three or four pack when they are large enough. Water them when they are drying out but dont overwater causing a soggy soil.
Remember when planting out to research your seeds or plants and give them the proper light (sun, shade,part-sun, part-shade,etc) and the kind of soil they like.

Dirt and water are always a good start. What kind of seeds are you talking about? Different seeds grow better under different conditions. Flowers are not good under trees. Try a grow light and a closet. I heard it works well.

ther are a lot of different ways to grow seeds and alot of differant tricks too some hard seeds doe better if you nick em with a file you should read up on the plant and you will probley learn more like long tearm care best place to plant and soil content best suited but a paper towle kept moist can usually doe the trick
