Make it happy and use an Oval Stone on it. You can make it happy by walking around with it, using items on it and battleing with it. Use the sooth bell if you want to make it happier

You have to level it up, HOLDING the Oval Stone, and then it will evolve into Chansey. To Blissey, it's friendship.
