Let me give you the non-dictionary definiton. A plebiscite is any form of vote in which the common people (known as plebes in Ancient Rome) vote on an ISSUE rather than a REPRESENTATIVE.

Most of us are plebiscites. It is a mildly derogatory term used by arrogant individuals. Many cultures are multilevel. In such cultures you have upper, middle and lower classes. Not like in the US. Plebs are in the middle. Rush calls us "fly over country." I like the term "the great unwashed",
