for UPS what is a destination scan?

I ordered something from Gamestop and it didn't come on time. here is what it says:

06/27/2007 9:43 P.M. DESTINATION SCAN
06/27/2007 8:41 A.M. OUT FOR DELIVERY
06/27/2007 8:30 A.M. OUT FOR DELIVERY
06/27/2007 8:29 A.M. ARRIVAL SCAN

I don't know where on the gamestop site i read it but if i remember correctly there was something that said that if it didn't ship ontime that you got a refund on your shipping.

PLZ CORRECT ME IF I AM WRONG BUT IF I AM RIGHT PLZ GIVE ME A LINK TO WHERE I SAW THIS IF AT ALL POSSIBLE.
