This lamp is a single led.It should only flash with the key in the off position.This lamp is part of the anti-theft system of the radio.Its there to tell anyone that steals the radio it will not work after removed.

I have a Pontiac Bonneville and the flashing red light on my factory installed music would blink when the anti-theft security feature was activated. It can be turned off with a password and using the knobs/buttons on the music unit. I couldn't remember my password, so I went to the dealer and had it deactivated. Once that is done it's off forever.

that is the security code light you can enter a special code that if stolen the radio becomes useless. Do you have a booklet in the glove box called a owners manual? One hours reading and you will know more than most buick owners.
