The position of Quarterback is evolved a lot even in the past few decades. A QB from the 1960s was asked to be as much offensive coordinator as a passer. Further, rule changes have transformed the passing game into the modern ariel attacks you see today; moreover this caused an evolution of pass defense. What I'm basically saying in a roundabout way is that I'll give you two lists; my top 5 pre-merger, and my top ten modern era:
Older Guys-
1) Unitas (maybe best of all eras)
2) Graham (Thanks in big part to Paul Brown)
3) Tarkenton (Played in both eras, but began in '61 so)
4) Starr (Similar to Graham, thanks coach)
5) Layne (Most underrated QB ever)
Modern Era-
1) Montanna (Yeah Wlash and Rice helped, I know)
2) Elway (Best pure QB talent ever)
3) Marino (Best passer ever)
4) Manning, P. (2nd smartest qb to wear the horseshoe)
5) Staubach (Kinda biased cause my mom loved him)
6) Favre (Best 3 year span for a qb)
7) Young (Great #'s, system helped a lot)
8) Bradshaw (gotta respect the way he played qb)
9) Brady (Won early, not sure about new WR corps)
10) Fouts (Great arm, even better targets)
Theres my list(s); tear it to shreds

10. Tom Brady/Peyton Manning....can't decide who deserves #11 more...so chose them both...
9. Randall Cunningham...the 'Ultimate Weapon' would have gone down into lore, if it not for poor Philadelphia Coaching during his 10-year tenure there...or for the curse against the Vikings that prevented them from getting to Miami in 1998!
8. Dan Fouts...became the first player in history to throw for 4,000 yards in three consecutive seasons.
7. Fran Tarkenton...revolutionized "the scrambler" before its time...
6. Warren Moon...first black hall-of-famer...over seventy-thousand career passing yards(CFL and NFL)...
5. Johnny Unitas
4. John Elway...one of the best pure athletes ever
3. Bret Favre...Mr. Ironman...guts of a linebacker...one amazing athlete to boot...
2. Dan Marino....best release/arm/accuracy-for-velocity ever
1. Joe Montana....Mr. "Joe Cool"...clutch QB...admittedly might not be #1 without Jerry Rice...but still....when a guy tries to lighten the mood in the huddle by pointing out actor John Candy in the endzone stands in what would be the winning drive of a Super Bowl....gotta go down in history as the best clutch performer ever to suit up in the position...
