Should I get:
A) Dual GeForce 8600 GTS (256MB) video cards in SLI
or
B) One GeForce 8800 GTS (640MB)

BY FAR, the 8800GTS 640MB specially if you can find a Factory OC'd card. that way not only is it slightly better by itself but it leaves you room to add another later on.
