1. There's a shore (between pokemon league waterfall and city) where a girl can give you the TM after you beat the gym leader. Talk to the girl and she will give you the TM.
2. You should go to the Pokemon League first before you worry about that because they have new pokemon. You can look at pokemon.marriland.com to search for the locations of the pokemon you need to find.
P.S. To enter Palkia in your dex, you must talk to Cynthia's grandmother. Forgot which town she was in.

1) Go north of the last gym, on the ground level. You'll run into a person just before you surf the route to the Pokemon League who will give you the HM.
2) Fight every trainer in the game. If you beat the Elite four, have fought every trainer in the game, and speak to the old lady in Celestic to see the picture of Palkia, you'll have seen every pokemon.
Note: If you beat the Elite Four, but do NOT beat the Pokemon Champ, you can still get the dex... the champ killed me on the second pokemon, but I saw Spiritomb in her team. Cost me 6k and a trip to the pokecenter when I blacked out, but it got me the pokedex.
