the brain (or specifically the cerebellum).
The impulse bypasses the brain through a reflex arc, directly from a sensory neurone--->relay neurone--->motor neurone, through the spinal cord. In this way the time between sensing the stimulus to activating the effector muscle to react to the stimulus is drastically reduced, preventing prolonged damage to the area.

The brain is not involved.
The impulse goes to the spinal cord and back to the muscles.
