I can't just walk up to strangers in the street and start a conversation. They'll think I'm crazy. I am just a little for even actually thinking that.

Church, clubs, sporting events, street fairs. Go to places that you are interested in and you will meet ppl with the same interests.

You could try going to the park and play some sport you like there. There might be a chance a bored group of people will come up and want to play that sport with you.
It happened to me when I played tennis.

I always have people strike up conversations w/me when I'm in line @ the grocery or store--even everyday places like restaurants, airports, etc

Myspace, yahoo personals, church (if that's your thing), school. Stay away from bars /clubs unless you're into that scene.
