I am working for this government office place for my city as volunteer work and they asked me to make a creative layout for their web site (they already have one though). She said I don't have to do any coding.. buy like make a layout... I guess with microsoft office or something, I don't know if they have Photoshop or anything yet.

But I have no idea exactly what I am going to be doing, and I don't know If I know how to do it because I am not good with any coding, and if it isn't coding, what exactly am I going to be doing?

And how do I make a website layout? =/

the layout is like the theme of the website, and basic coding of html, in which is very basic look up, its very simple, but mainly the layout is the theme, colors etc, by the way you don't need css at all, but photoshop might be very effective

I always make a website template with the following steps:
1). Create a template you like in any image editor.
2). Cut apart the template so that it can be re-assembled with CSS later.
3). Unfortunately, you need to write the code to re-assemble the images.

Sorry, but I don't know how you'd make a custom template without any knowledge of CSS and HTML.

I say go with the Andrew kids opinion.. just buy one.. and if you do that then you really should buy one from him hes done some work for me.. and he bring out very high quality work.. You should check him out.. it worked for me and its now a big success.
