I live in a town in the sacramento county and all we get is these little fireworks that are just boring. My cousin however who lives in orange county has a place right in his area where illegal fireworks ARE legal. Why is it that for one these are illegal and two why they are only illegal in certain places?

The Indian Reservations can sell anything that they want...as long as there isn't too much of a stink about certain fireworks from the local area (like the m-80s)
The biggest reason why certain fireworks and crackers are illegal is the damage that they can do and or life and property which has been destroyed because of the stuff....people losing hands and things like that..

Firework laws are written by each city... codified in the City's Municipal Code... so they don't cover the whole state (Meaning, they're not in the State's Penal Code)..
So in whatever City you're in they're not legal... but in whatever City your cousin is in, they are.
Oh... and they're usually made illegal in Cities where there is great fire danger. The fire danger in Sacramento in July is much greater than the risk in Orange County (right by the ocean...)

Actually, it really is due to fire danger, and injuries. As a kid I was burned by sparklers. My sister had a firecracker go off in her hand. My brother came close to starting a fire with a bottle rocket. We stamped it out.
I do miss the safe and sane kind though, that just sit there and throw up fountains of sparks and whatnot.

So many people were losing fingers, hands, eye, etc that they finally outlawed them in most places. The dangerous ones anyway.

officialy, it is beleived that all Americans are brainless boobs, and can never have any fun, with out injury.
off the record certain places will not allow it, because it is they that are not smart enough to profit from it.
