... and, if so, who or what offices are liable for this failure and how do the states proceed against the United Staes to obtain a conviction?

Constitution of the United States of America, Article. IV., Section. 4.

The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened), against domestic Violence.

Note: The US Government has passively allowed more than 12 million aliens to invade our country since it granted amnesty to all illegal aliens in 1986.

Some have suggested that, in Art. IV, Sect. 4 of the Constitution, "Invasion" refers to an armed attack, but they cite no source(s). When it comes to the law, NOTHING is assumed.

People moving here to get jobs and start new lives is not the same as a military invasion. No matter which paperwork they did or didn't do on the way in.

If a state legislature or executive has submitted an application for protection from domestic violence to the US government I must have missed it. And referring to our illegal immigration problem as an "invasion" may be the latest trendy political sound bite but it hardly has any legal, much less constitutional significance. You copied and pasted Article. IV., Section. 4. Did you read it?

yes bush has done so to allow a new world order to begin which is the north america union. the current new policy is directed that way. all these politicans supporting this new bill says we need to write up a new bill to increase border controls by having passes to illegal mexicans as if they cant do it now without the new law. they need to pass a darn "law" which with it has the hidden plans to form north america union. i dont disagree with them but they should at least come out honesty and say this is our plan but i guess that would get alot of disgreements so they have to bend their wording to get what they want.

Invasion

Defined as: A military action consisting of troops entering a foreign land (a nation or territory, or part of that), often resulting in the invading power occupying the area, whether briefly or for a long period.

That part of the contitution does not apply to immigrants; it applies to invading soldiers, especially from Canada because we're coming soon.

Just you wait and see....

The Constitution requires that the government protect the states from armed invasion or attacks.

YES I totally agree. It's the job of our government to provide public health and safety and they've done neither. Everything else is fluff and politics and a waste of our money.

The invasion the Constitution speaks of is a military invasion by a foreign state. Last time I checked, those illegal aliens do not come from countries which has invaded us militarily. Stop bending the words of our Constitution to falsely support your unfounded argument. It's unpatriotic to misuse the basis of our American way of life.

Invasion usually is taken to assume armed, violent invaders.

But, yeah, you do have a point. Millions of foreigners living in enclaves, speaking thier own language and sending the fruits of thier labor back to thier homeland aren't immigrants - they're colonists.
