I need to send a letter to try to be compensated for the damages to my car due to negligence. The letter is to be from me to a respondant so I can possibly avoid Small Claims Court.

Do a Google search for form letters or sample letters with car damages or negligence. Change one a bit to make it more your own. There are tons on the internet.

Don't bother. Why would somebody be swayed by a letter, especially a form letter. Have him/her served and meet them in small claims court. I assume that you've asked to be paid and he/she has refused or has not responded.
