I opened an annuity 2 years ago as a joint owner. The contract was issued has a joint owner. Now 2 years later and the joint owner is a total douche...Is it legaly a joint owner even though they did not sign the application. Only my signature is on the application.

It's valid.

You basically made an unconditional gift to them at the time you opened it, unless you can prove otherwise.

Even if you can close it without their signature, you may find yourself needing to prove in court that it was not a completed gift.
