You have to come up with a whole plan including budget, sets, etc. and submit it to local theatres before they make their decisions on shows for their next season. Some theatres have submission forms on their websites you can use as guidelines. Now is a good time (but you'd have to hurry!) since many theatres announce their season in August or so.

You could do some stage managing for theatre. And, talk to the director and see about assisting him/her more.

You might want to approach this person and do some skits before/after the performance.

Another way is to pick a play, have auditions and find a space to rehearse in. It could be somebody's basement or garage. Then, find a space and perform it.

Well start in your community, just a a volunteer or assistant director, for local plays.

Then, try doing your own show, as the executive director.

By then, hopefully, people will notice your talent and approach you to direct!

Also, school's are always looking for volunteers to help with their performances, volunteer to direct there!
