does anyone know if they are gonna make a POTC 4??? Because if not then what was up with Jack turning that thing in the end?

it was meant to be a trilogy.
if there was a pirates 4, or even a tv series, you can bet that the actors that were in the first 3 would not be returning.

Johnny Depp has said he would do another PotC, but only if a good script can be found. The movie was ended with Capt Jack back in the same situation he was found in when the first movie started. This iwas a sort of 'back to square one' approach to the ending.
At the same time, it leaves much open for a new movie. The only returning characters would be the crew and Depp. The characters of other two would not. (Mostly attributed to a salary disagreement between the guy and the producers. He thought he shoudl make as much as Depp.)

it was elisabeths boyfriend who was the owner of the flying dutchess. they cant leave it at that as an ending so we can only assume that there is gonna be a potc4

I didn't see it yet, but they are definatly making a 4th one. It says so on all the fan sites and magazines.
