I agree - Europe now is where we were in the 70's and early 80's.
There have been big problems in Holland , Germany , Greece , Turkey.
But there even bigger problems in countries like Poland , Czech Republic ,Bulgaria.
I have followed Chelsea away in Europe over the last 15 years and apart from problems in Belgium and Spain ( where the police were the animals and over acted by hitting women and kids ) in general there has always been a strong Police presence and no problems with other supporters.
In the champions league especially fans from both clubs want to see their team from their country do the best they can, and the excitement and the build up for each match gives a brilliant atmosphere to the games.
Because of our past , especially when supporting England the rest of Europe sees us as the major threat and if they deal with us harshly then the rest might not be as bad ( Idiots from uefa havnt a clue )

I agree with the previous answer that it is a reputation you acquired during the 80s and it stuck even though the situation has changed. The same thing happens with regard to allegations of racism in the United States where I'm from.
Incidentally, we don't seem to have football (soccer) hooliganism here. Other kinds of hoodlums certainly, but not really the soccer kind. Here, it is mostly a middle class sport and the fans tend to be well behaved.

I think it's because you never got over winning it with a 2-2 draw back in 1966.
the rest of the world gets a reminder every other time someone from England talks about football they only take about 2-3 minutes to mention it.

So we don't end up seeing scenes in English football like those seen in the Man U Vs. Lille match, the Man U Vs. As Roma match and the Spurs Vs. Sevilla match in UEFA Cup and Champions League...

because our press (and everyone else) make a big issue about it, in the rest of Europe they regard hooliganism as an embarrassment so give it as little publicity as possible. Plus they do not want us to win anything

its a mixture of double standards and cultural differences.an example would be on the Continent the brutish behaviour by police against fans is accepted as normal but to the British fan it could be forgiven to appear provocative due to the fact Brit police are more passive.you get a reaction from the Brit fans and another slating of uefa!!??

as eufa now admit, we are judged on our past behaviour, and even though we are more stringent now with policing football matches, sadly the rest of the world are not!!
personally i partly blame our government for not backing the English fa and not heeding the advice from our premier teams own security, they bow down to whatever Europe says and that's not just in football!!!
