It's always been considered that the most beautiful women have very smooth skin and large eyes, just like a baby's face. Men would call their girl friends 'Baby' or 'Babe' as a compliment. Probably originated in USA aftre World War I, the Roaring Twenties.

You've never used it as a term of endearment? It applies to both men and women. From "baby," obviously.
