Oxy clean!! Mix 1 cup of oxy to one gallon of hot water, poor over the area where the mold/mildew is growing under the carpet/padding(at least 25% larger area than original spill) and let sit for several hours. Use a wet/dry vac to extract the solution, then spray the area lightly with vinegar.
Sodium percarbonate (the active ingredient in oxyclean) turn to peroxide when mixed with water. Peroxide is a great antibacterial agent and will help kill the mold causing the smell.
While this might not get ALL of it out, short of tearing up the carpet and padding and removing the mold, cleaning with bleach, then sealing the flooring and putting in new carpet, it is as good as it will get.

Get some oxyclean powder and mix according to directions, and you must use hot water. I actually got pink fingernail polish (while still wet) out of light grey carpet and you can't tell it was ever there.
Just spray on the spot and let sit...then use a damp cloth to scrub a little and continue.
I washed a quilt that had mold on it and while it was washing you could actually smell the most awful smell coming from the washing machine. It got it completely clean. That stuff is great!

Mix 1 quart of water with 1C of vinegar and 1/4 C laundry detergent (powder or liquid). Saturate the area with the solution and then sop up well with towels. Allow to air dry. I have found this solution to work wonders on almost any carpet spill or odor.

if its dry, sprinkle baking soda on it and let it set. iif its in a spot that is out of the way good, if not put a bowl over it so no one steps on it. I would let it set a day or over night then vacum up.
