There is no "the internet". There are a lot of web servers that are able to talk to aech other. You need to be set up with one of them to host your site.

Look at http://geocities.yahoo.com/ and follow the instructions. Ignore the parts about extra cost upgrades that they will try to sell you. The free service will be good enough for now, while you're learning.

The short answer is:
1. Upload the text pad HTML onto your homepage [which is normally a freebie offering by your Internet provider].
2. Acquire a domain name at godaddy.com.
3. Using godaddy's forwarding/masking option, mask the homepage URL with your newly purchased domain name;
4. Visit the major search engines/directories and "submit URL" of your domain name. The rest is up to you and your homepage becomes a very visible website for all Internet subscribers to see and enjoy.

I assume you created an HTML file. You need a web server to host this file. Likewise, if you created a script file (asp, php, etc), you will need a web server that can handle those extensions.

There are plenty of companies that will host a website for free...as long as you don't mind them putting advertising on your site. If you have a few dollars to put towards this effort, then you can register a domain, and then pay to have a web hosting company host your website. www.sectorlink.com has some affordable packages...but you can search the web to find more.
