I got an e-mail today. It said that I have registered to a web site 2 months ago. My daughter did, she told me today. It says in the mail that we have to pay 69 euros, they sent us a printable version of the check and we have 7 days to pay. My daughter wasn't on the site since, so we went today and we couldn't log in. We read the terms and conditions and it says we have to pay 69 euros yearly, and it only mentions it once almost at the bottom of the page, we hardly find it. My daughter didn't read this when she registered and to make things worse she didn't even gave her real personal details. It says from which ip address she registered but that is not our current ip address, so my first question is can my ip address change(adsl, and I reinstalled my modem once since). And the second is what to do because we read that other people are getting these mails to even if they don't register, the company is allways the same: Interserv AG FZE,Twin Towers,Baniyas Road, Deira, Dubai - UA.

Thanks for quick answers! Credit card numbers were not given, nor nothing similar, the personal details were the name and address as my doughter remembers, but all is fake. She is 18, it is a site where you can test your driving, when she registered she had to wait for a code which was sent by mail, but the mail didn't arrive untill the next day or so, but she didn't log in and then forgot all about it, so she didn't even do the drive test! Anyway, we won't pay, let's see what else will they send.

Don't pay. It's very simple, any reputable website will either send paper billing to your house, or require prepayment. This is obvious fraud, plain and simple.

Your IP address is not assigned to your computer at manufacture. It has nothing to do with cookies. The IP address is part of a range of numbers assigned to your ISP. It can change each time you connect or not, depending on if you ISP is using dynamic addressing or has assigned you a static address. Don't pay and they will cut off your account's access to their site. Big deal!
If you do pay, then they will have your checking account or credit card information, and you could be out a lot more than the amount on the bill.

An IP address (The numeric address of a computer connected to the Internet; also called Internet address) is a specific address given to each computer at time of manufacturing. This is how cookies are tracked. If you get a new computer, the IP address changes.
It is impossible to obtain personal information (your home address and phone number) from an IP address. Unless your daughter provided this information as well as a bank account from which the 69 euros can come from, I do not see how the company can collect unless they send you to collections.
I know in the U.S. if you are under 18, you have to get parental permission and if a minor does sign up without the parents permission, they are not held liable.
There is certain protocol companies have to uphold when conducting business on the internet.

The key to this is that your daughter acknowledge she registered to the site. You have to ask her how she did it. By that I mean what information was supplied. Some websites will have a trial period in which you can test drive their services, but you have to cancel before X amount of days.
These sites require a credit card that will be charged after the x days are up.
Since they billed you by invoice (no credit card involved) they can't force you to pay, so don't.
Also, if your daughter is a minor you can question how they allowed her to sign-up for the "service".
$69 Euros is a ton of money for a service! What did she subscribed into?

Of course it is a fraud - one of many that are being circulated via email. First rule - don't ever respond to these kinds of things - immediately delete them.
Secondly - registering at various email sites sets you up for all kinds of spam - most sell your email address. It does not matter if they know your IP address - you only lease the address for a time from your ISP. It probably changes bi-weekly or so.
If you must register for things - set up an email account in yahoo or somethinng and have all your spam go to that account not your personal account.

I agree. Don't pay, if they don't have your daughter's real info and your IP changed (chances are they can't track an IP anyway) they can't touch you. 69 euros is a lot that's like $100! Scams only work because niave people buy into them, they have no legal recourse behind their assertions.

Report this to your isp, there are many fraudulent invoices being sent out. Your address will change on ocassion as it is dynamic, and any time you disconnect it may be assigned to someone else, then you get a new one when you re-connect.
