Let's look at the numbers
1600 gross is about 1290 a month take home or around $300 a week
Rent $350
Car 300
Credit 25
Elec 50
Internet 30
Cable 40
Gas 120
Food 200
Total 1115
Left over per week for fun, car repairs, needed household things $40
Can you live on $40 a week?

You can probably do it - but there are no guarantees unfortunately. Look around to get a feel for how much rent would cost (getting a roommate would save money).
It sounds like you are hard worker, and that is something to be proud of.
Typically your cost your rent should be about 1 weeks pay.
And all your other expenses would be covered by the rest of your months pay. This would allow you to live comfortably.
I would suggest that you get out of debt before you move out; it might be hard but when you first move out you will be taking on more debt initially so the less you have prior, the better.

It would depend on your total budget. If you are in debt now and not paying rent or buying food then you can't afford it.
I am in Seattle and if I were forced to live on that I would rent a room in someone's home where there weren't utilities to pay. Maybe offer to clean for free rent or babysit on Saturday nights for a reduction in rent. Then you could prehaps get by paying a total of about $400 for rent and utilities. You will need transportation, food, clothing, tuition, books and after you pay your rent, 500 dollar current monthly bills and $100 or so on your debt you will be broke.
Can you reduce your current monthly bills and pay off your debt before you move so you can live less expensively?

Depends on the cost of living in your area, and from what I hear, Seattle is high. I live on about 1600/mo and raise a child on that, but I live in an area with a low cost of living. I have 2 houses, however one is paid for with the rent check. So, I don't really count that as income for my personal budget, nor do I count the mortgage on that house as an expense. I keep the rental as a separate entity to the personal budget, even separate accounts at separate banks.
How much would rent cost you? How much would utilities run (that varies widely from region to region, too)?
You'll just have to make a list of all current expenses and then make a list of expected expenses (rent, utilities, insurance - even if you rent, commuting expenses if you are moving farther out) and see.

Well, if you really need to then I guess you have to. If you don't really need to and you don't have to pay rent where currently are then why not use this time to further your education or career so that you can make more money and not have to struggle when you do move out.
After you move out on your own you are far less likely to return or continue with school and are less likely to make the necessary adjustments to further your career. So, what I am saying is that unless your situation is unbearable, suffer a little now by following someone elses rules rather than suffering for many years to come.
But if you do have to move out then do it. You can. You'll find a way to make it if you have to.

I make a little bit more than that a month net, and I am supporting my family of three. It is not easy, but more than possible. Try looking at trailors though where you can do rent to own. at least you can put your money towards something and sell it in the end. It costs me $400 a month for a single wide and lot rent. But at least I can vacum when at 2am if I wanted and have people over when I want without the neighbors B*tching.

You should pay off your credit card debt before moving if this is an option for you. Then you only have rent and bills to contend with. Set a date by which you can pay off your debt and stick to it. After which start looking for an apartment you can afford with out sacrificing food and utilities.
