The ip address you are getting is probably not the computer she is using to connect with but the ISP (perhaps). If she is using wireless she could still have the same ip address if she has not disconnected between each time you make contact. For example, if she is using a phone and stays connected as she moves around town the ip address would be the same. However, if she is connecting via different peoples Wireless Access Points using WiFi (perhaps different providers) her ip address may change. Try a traceroute on the ip address you get but remember that you may only get the location of the ISPs server.
